Parma ZTL and parking

The ZTL covers the old town on both banks. The city's 2024 ordinance splits it into layers:

• Isole ambientali and pedestrian areas, closed 24 hours: Piazza Duomo, Strada al Duomo, Piazzale San Giovanni, Strada Cavour, Borgo Mazza, Strada Farini from Piazza Garibaldi to Borgo Antini, Vicolo Politi, Borgo della Salina and Piazzale delle Barricate, among others.
• ZTL 1: Via Bodoni, Strada Garibaldi between Via Melloni and Via Mentana, Strada Cavallotti, Viale Mariotti, the north side of Piazza Garibaldi.
• ZTL 2: the southern stretch of Strada Farini and the south side of Piazza Garibaldi. The far end of Strada Farini, toward Viale Berenini, is restricted only 7:30–11:30 a.m. and 4–7 p.m.
• ZTL 3: the Oltretorrente, including Strada D'Azeglio, Borgo delle Grazie and Borgo Rodolfo Tanzi.
• ZTL Stazione: Via Cecchi and most of Piazzale Dalla Chiesa in front of the station, 24 hours.

In practice: if a street is inside the ring of viali around the centro storico, assume you may not drive it in the daytime.

Infomobility lists five ZTL gates:

There are also eight bus-lane cameras. Five run 24 hours, holidays included: Strada Garibaldi, Strada Repubblica, Strada Bixio, Via D'Azeglio, and the Viale Falcone station underpass with Via Montebello. Three run 7:30 a.m.–7:30 p.m.: Viale Toscanini, Viale Mariotti and Strada Zarotto. A ZTL pass does not let you use a bus lane. The station underpass is the one satnavs most often send drivers through.

• BZ, €5: 2 hours inside the ZTL, parking included.
• GZ, €10: the whole day, parking included.
• ROZ, €15: a regularization ticket if you have already driven in. Buy it by 11:59 p.m. the day after the passage and enter the date you drove in. Parking is not included.

Buy BZ and GZ before entering: in the Tap&Park app, in the reserved area of infomobility.pr.it, at the meters next to the gates (coins or card), at the Infomobility desk at Viale Mentana 29/A, or at listed tobacconists. The passes do not open the isole ambientali. Pass holders can request access to those only in two windows, 9–10:30 a.m. or 3–3:30 p.m., at the Infomobility front office. Infomobility's free helpline is 800 238 630, Monday to Friday 8:30 a.m.–1 p.m. and 2–5 p.m.

For a day trip by car from the hills, the €10 GZ pass is simply the cheapest central parking you can buy, because it includes parking inside the zone.

Hotel guests may drive into the ZTL and isole ambientali only to load and unload luggage, and only if the hotel registers the plate with Infomobility. Give the hotel your plate number at check-in, or before arrival if it asks. Bus lanes stay off limits. The hotel then tells you where to park, usually a public garage nearby.

• Hotel Torino (Borgo Mazza): cars reach the door only from 1 p.m., 3 p.m. on the Wednesday and Saturday market days.
• Hotel Button (Borgo della Salina): plate registered at check-in; no parking of its own.
• Hotel Stendhal (Via Bodoni, ZTL 1): its own garage at €20 a day, booked ahead.

Free park-and-ride. Infomobility runs ten free parcheggi scambiatori round the edge of the city, open 24 hours. Some have shared bikes and scooters, and TEP runs a shuttle bus. This is the cheapest answer for a car you do not need in town.

Ghiaia is the exception to the rules above. Cars may enter the ZTL from Viale Mariotti only to park there, and only when the light at the roundabout by Ponte Verdi shows libero (free). If it shows occupato, you may not go in.

On-street parking. Inside ZTL 1–3 and zones 1–2: €1.50 for 1 hour, €3.30 for 2 hours, 8:30 a.m. to 7:30 p.m. Outer zones 6–15: €1.20 an hour, 9 a.m. to 7 p.m. By the station: €1.50 an hour, one hour maximum, with quick-stop bays at €0.50 for 20 minutes.

Neither Infomobility nor the ordinance states a figure: both refer to the penalties "set by the law in force". The city's own website was unreachable when we checked. Under the national Highway Code (article 7), driving into a ZTL without authorization carries a fine of €83–€332, and repeated passages through the same restriction by camera count as one fine per calendar day, according to SicurAuto's May 2026 summary of the law.

The cheaper fix, if you realize the same day or the next, is the €15 ROZ ticket.
