Parma's rules come from a 2024 city ordinance, and Infomobility, the city's traffic company, runs the cameras and permits. The zone has three parts, called ZTL 1, 2 and 3, plus a small zone at the station. Inside them sit the isole ambientali, which include Piazza Duomo, Strada al Duomo, Strada Cavour, Borgo Mazza, Strada Farini from Piazza Garibaldi to Borgo Antini, and Borgo della Salina. Those are closed to unauthorized cars 24 hours a day.

Enforcement is by camera. Infomobility lists five active entry gates:

• Viale Toscanini, Viale Mariotti and Piazzale Salvo D'Acquisto: every day, 7:30 a.m. to 7:30 p.m.
• Via XXII Luglio: every day, 7:30 to 11:30 a.m. and 4 to 7 p.m.
• Borgo Tommasini at Via Sauro (the Tommasini-Sauro isola ambientale): 24 hours.

There are also eight camera-controlled bus lanes. Five are enforced 24 hours a day, holidays included: Strada Garibaldi, Strada Repubblica, Strada Bixio, Via D'Azeglio, and the Viale Falcone station underpass with Via Montebello. The lanes on Viale Toscanini, Viale Mariotti and Strada Zarotto are enforced 7:30 a.m. to 7:30 p.m. A bus lane is the easiest way for a visitor to collect a fine without ever seeing a ZTL sign.

Anyone can enter the ZTL legally by buying a pass before driving in. Infomobility's 2026 leaflet for tourists lists two:

• BZ, €5 for 2 hours, parking included.
• GZ, €10 for the whole day, parking included.

Buy them in the Tap&Park app or on infomobility.pr.it, at dedicated parking meters next to the gates (coins or card), at the Infomobility desk at Viale Mentana 29/A, or at listed tobacconists and newsagents. These passes do not open the isole ambientali; for those, Infomobility grants access only in short windows (for example 9 to 10:30 a.m. or 3 to 3:30 p.m.) on request at its front office.

Drove through a gate without a pass? Infomobility sells a ROZ ticket for €15 that regularizes the passage if you buy it by 11:59 p.m. the day after, in the app, online or at the desk. Enter the date you drove in, not the date you pay. It does not include parking. Infomobility does not print the amount of the fine you avoid; it is set by the national Highway Code, not by the city.

Hotel guests: the ordinance lets guests of hotels inside the zone drive in only to load and unload luggage, and the hotel must register your plate. Give it at check-in. Our ZTL and parking guide covers every case.

On-street pay parking inside the ZTL and zones 1 and 2 costs €1.50 for 1 hour or €3.30 for 2 hours, 8:30 a.m. to 7:30 p.m. Most visitors are better off in a covered public car park at the edge. Prices below are what central hotels quote to their guests:

Infomobility's map also marks a ring of park-and-ride car parks (Nord, Est, Sud, Ovest and others) on the outskirts. All ten are free and open 24 hours; some have shared bikes or scooters, and a TEP shuttle runs into town.

All are room-only rates. City tax is extra: €4 per adult per night at four-stars, and Booking.com added €2.50 per adult at the three-stars.

The ZTL keeps most traffic out, so daytime noise is voices and bicycles rather than engines. Evenings are livelier around Strada Farini, the aperitivo street running south from Piazza Garibaldi, and quieter in the Duomo quarter. Hotel Torino notes a local market on Wednesday and Saturday mornings near the Teatro Regio. We found no official noise data to publish, so if you sleep lightly, ask for a room on an inner courtyard.
