Do you need a car in Parma?

Train fares are regional fares from Trenitalia; car costs use the cheapest 24-hour hire Kayak showed for October 14 to 15, 2026 (€39), petrol at €2.122 a liter and 7 liters per 100 km, our cautious assumption for a small car. Prices are for two people travelling together, round trip.

The pattern is plain. Trains beat the car to cities, because regional fares are low and both Modena and Bologna have their own traffic zones. The car wins wherever the bus stops short, and it wins by more the more people share it.

Parma's Infomobility agency runs the zone. Its rules, from the 2024 ordinance and its 2026 tourist leaflet:

• Hours: the main gates on Viale Toscanini, Viale Mariotti and Piazzale Salvo D'Acquisto film from 7:30 a.m. to 7:30 p.m. every day. The Tommasini-Sauro gate and five bus-lane cameras, including Strada Garibaldi and Strada della Repubblica, film around the clock.
• Fines: Parma does not print a figure. Article 7 of the Italian highway code sets €83 to €332 for driving in a ZTL, a bus lane or a pedestrian area. Each camera you pass can record a separate violation, and rental companies pass fines on to the driver.
• Passes: buy before you enter. The BZ pass costs €5 for 2 hours and the GZ pass €10 for the day, both with parking in the zone included. Neither opens the car-free streets around the Duomo and Strada Farini.
• The fix: if you drove in by mistake, a €15 ROZ ticket bought by 11:59 p.m. the next day regularizes the passage.
• Hotels: guests may enter only to load and unload, and only after the hotel registers the plate with Infomobility.

Kayak's search for 24 hours from 9 a.m. on October 14, 2026 found 185 offers in Parma. The cheapest was €39 for an Opel Corsa or similar from a desk at Via La Spezia 183, about 3 km from the center. Europcar at Strada dei Mercati 3 offered a Fiat 500 for €46 and a Peugeot 208 for €48. These are base rates: check the insurance excess, the deposit and the fuel policy before you compare.

The search showed no desk inside Parma station. Europcar is the closest, 1.7 km and about 22 minutes on foot from the station, or a short taxi ride. Every desk we found is outside the ZTL, so you can collect the car and head for the hills without crossing a camera.

Running costs: the Emilia-Romagna average on September 29, 2026 was €2.122 a liter for self-service petrol and €2.329 for diesel, and the weekly national average had risen for four weeks running. Motorway tolls on the A1 are small for local trips: €1.50 from Parma to Fidenza, €3.60 to Modena and €6.90 to Bologna, each way.

If you keep a car for the whole stay, sleep outside the ZTL. Hotels with their own parking outside the zone include Best Western Plus Hotel Farnese (free outdoor spaces when available), Hotel Daniel (free open-air parking) and Starhotels Du Parc (garage €15 a day). Central hotels quote €13 to €16 per 24 hours at the public car parks.

For a food trip by car, the Parma hills are cheaper still and put Langhirano and Torrechiara on your doorstep. If you only hire for one day, stay central and collect the car on the morning you need it.

• Two or three days, Parma plus Modena or Bologna: no car. Walk the city, take regional trains.

• Castles and the Bassa: one hire day covers Fontanellato, Soragna and Polesine, which buses link poorly or not at all. Torrechiara alone is fine by bus.
